دبیرکل مجمع بین‌المللی اساتید مسلمان خواستار بررسی حملات اسرائیل و آمریکا به تأسیسات هسته‌ای ایران در دیوان کیفری بین‌المللی شد

با تقدیم سلام و احترام

همانگونه که مستحضرید تجاوز اخیر اسرائیل و آمریکا به مراکز صلح آمیز در حال فعالیت هسته‌ای جمهوری اسلامی ایران در اصفهان، نطنز، فردو و اراک که برای اولین بار با این حجم گسترده در تاریخ جنگ‌های جهان به وقوع پیوسته است، خطرات جدی آلودگی محیط زیست، تهدید نسل بشری و دیگر موجودات زنده را به دنبال دارد.

مجمع بین المللی اساتید مسلمان دانشگاه‌ها به نمایندگی از اساتید دانشگاه‌های عضو در داخل و خارج از کشور به استناد تمامی قوانین حقوقی بین المللی اعم از ماده ۵۶ پروتکل الحاقی ۱۹۷۷ مبنی بر منع حمله به تأسیسات هسته‌ای و قطعنامه‌های ۴۴۴ و ۵۳۳ شورای عمومی آژانس مبنی بر حمایت از مراکز صلح آمیز هسته‌ای و نیز بند ۳ ماده ۸۵ پروتکل اول الحاقی ۱۹۷۷ راجع منع حمله به تأسیسات حاوی مواد خطرناک ضمن محکوم نمودن این جنایت آشکار علیه بشریت از آن مقام عالی تقاضا می‌نماید جهت توقف جنگ و تجاوز، اعلام جرم، تعقیب و بازداشت و مجازات عاملان و آمران جنایات فوق، اقدام جدی به عمل آورد.

Dear Mr. Karim Khan

Honorable Prosecutor of the International Criminal Court (ICC) , The Hague

Subject: Formal Request for Investigation and Prosecution of Violations Committed Against the Islamic Republic of Iran

Dear Sir

As you are undoubtedly aware, the recent military aggressions carried out by the occupying regime of Israel from June ۱۳, ۲۰۲۵ against the sovereignty and territorial integrity of the Islamic Republic of Iran, particularly its nuclear facilities, along with the recent military incursions by the United States of America on June ۲۲, ۲۰۲۵ targeting peaceful nuclear activities in Iranian nuclear cities such as Isfahan, Natanz, Fordow, and Arak, which for the first time in the history of global conflicts have been conducted on such a large scale and intensity, pose serious and irreversible threats to international peace and security, environmental safety, and the very existence of the human race and all living beings.

These acts of aggression constitute clear violations of fundamental principles of international law, including the prohibition of the use of force under the UN Charter and respect for the sovereignty of independent states. They also constitute grave breaches of customary international humanitarian law and the laws of war, and should be prosecuted under criminal international law for crimes such as war crimes and crimes against humanity.

The International Association of Muslim University Professors, representing faculty members from member universities domestically and internationally, hereby invokes applicable international legal instruments, including:

- Article ۵۶ of the Additional Protocol I to the Geneva Conventions of ۱۹۴۹ (adopted in ۱۹۷۷) , which prohibits attacks against nuclear facilities;

- Resolutions ۴۴۴ and ۵۳۳ of the UN General Assembly, which emphasize the protection of peaceful nuclear facilities and underline the importance of safeguarding such centers;

- Clause ۳ of Article ۸۵ of the Additional Protocol I to the Geneva Conventions, which prohibits attacks on facilities containing dangerous materials.

This unwarranted military action, which constitutes a war crime and an overt crime against humanity, is condemned in the strongest terms.

In this regard, we respectfully request that you, in your capacity as the legal and prosecutorial authority of the International Criminal Court (ICC) , take all necessary measures to initiate investigations, issue indictments, and prosecute the perpetrators, instigators, and planners of these heinous and unlawful crimes. Such actions will serve to uphold the rights of the oppressed Iranian nation, support the international community’s efforts to maintain peace and security, and provide justice for victims of these appalling violations.

کما تعلمون، فإن العدوان الإسرائیلی والأمریکی الأخیر على المراکز النوویة السلمیة للجمهوریة الإسلامیة الإیرانیة فی أصفهان ونطنز وفوردو وأراک، والذی حدث لأول مرة بهذا النطاق الواسع فی تاریخ الحروب العالمیة، یشکل مخاطر جدیة فیما یتعلق بتلوث البیئة، مما یهدد البشر والکائنات الحیة الأخرى. إن المجمع العالمی لأساتذة الجامعات المسلمین، الذی یمثل أساتذة الجامعات الأعضاء فی جمیع البلاد، یستند إلى کافة القوانین الدولیة، بما فی ذلک المادة ۵۶ (ست و خمسین) من البروتوکول الملحق لعام ۱۹۷۷ (الف و تسعمائة و سبع و سبعین) بشأن حظر الهجمات على المنشآت النوویة، وقراری المجلس العام للوکالة الدولیة للطاقة الذریة رقم ۴۴۴ (اربعمائة و اربع و اربعین) و ۵۳۳ (خمسمائة و ثلاث و ثلاثین) بشأن حمایة المنشآت النوویة السلمیة، وکذلک المادة ۸۵ (خمس و ثمانین) فقرة ۳ (الثالث) من البروتوکول الملحق لعام ۱۹۷۷ (الف و تسعمائة و سبع و سبعین) بشأن حظر الهجمات على المنشآت التی تحتوی على مواد خطرة، إننا فی الوقت الذی ندین فیه هذه الجریمة الصارخة ضد الإنسانیة، نطالب تلک السلطة العلیا بالتحرک الجاد لوقف الحرب والعدوان وإعلان الجریمة وملاحقة واعتقال ومعاقبة مرتکبی الجرائم المذکورة وقادتها.
